No Tugger isn't laying on a shelf. And no Copper isn't cheering for him. They are in mid pounce of a sneak attack by Copper that Tugger seen coming a mile away. This is what we have for entertainment on a daily basis.
This is after the fighting is over and it is time to recover from the wrestling matches.
We enjoy seeing both.
